February 20, 2013. An anti-smart meter bill has been filed in Arkansas by Rep. Denny Altes.
“The bill would allow anyone to opt out of the installation of a smart meter. Several local governments are passing smart meters as part of UN Agenda 21.
This Big Brother device allows governments to monitor how much electricity you use and with what. The regular electric meters are replaced, often by secret or by force, with meters that emit radio frequencies to government/UN/unknown Agencies.” (They also cause major health problems.)
The main part of the bill reads as follows:
Arkansas Code § 23-3-405(a), concerning the authority of the Arkansas Public Service Commission, is amended to add an additional subdivision to read as follows:
(4)(A) A utility company shall implement a procedure approved by the commission that allows a consumer to refuse installation of a smart meter gateway device at the consumer’s residence or business.
(B) If a consumer refuses the installation of a smart meter gateway device at the consumer’s residence or business as provided under subdivision (a)(4)(A) of this section, the consumer is not required to pay an additional fee to the utility company or incur any additional cost for the refusal.
